The carnival first began in 1977 and has been an annual event ever since. The main subject at the time was skiing. Manali boasts some of the best skiing slopes in India, and in the winter, visitors from throughout the nation as well as the local populace swarm there to partake in the famous winter sport. The police band, “Harmony of Pines”, stole the show.   The crowd was thoroughly pleased by the Voice of Carnival participants, who travelled from all around the state along with folk artists.
