Should govt have given time to migrant labourers before imposing lockdown?

A 21-day lockdown has left thousands of migrant labourers stranded across the country. While some in national capital thronged to Anand Vihar bus terminal in hope of getting a bus ride home, others decided to hike it all the way back to their hometown several kilometers away. Which begs the question, could the government have given time to migrant labourers to return home before imposing a lockdown?
