This is how foundation-stone laying ceremony of new parliament will be done

Prime Minister Narendra Modi will be laying the foundation stone for the new parliament building today. The ceremony will begin at 1 pm when various priests would utter mantras and perform pooja as well.

Earlier Supreme Court stayed the construction of the building whereas allowed to do the foundation stone laying ceremony. Take a look.
