The then Congress government relaxed the rules in section 118 of the Land Reforms Act. People living outside Himachal cannot buy land under this section. In 2007, the market value of this land was around one crore bighas, while Priyanka Gandhi was given 4 bighas of land for Rs 47 lakh to build a house.
