Parliament Row: Question Raised on RDSS Accountability Framework

During the parliamentary proceedings, a member raised a detailed question regarding the Revamped Distribution Sector Scheme (RDSS), asking whether it includes clearly defined performance-linked incentives for states to reduce AT&C (Aggregate Technical & Commercial) losses or if it is largely reimbursement-based capital assistance without strict outcome verification. The member also sought clarity on accountability mechanisms to ensure last-mile quality and reliability of power supply, and whether performance benchmarks are enforced for distribution utilities. Responding to the query, the Power Minister thanked the member and highlighted that under Prime Minister Narendra Modi’s leadership since 2014, the power sector has undergone extensive reforms. He stated that India has transitioned from being a power-deficit nation to a power-sufficient and even power-surplus country, now supplying electricity to neighboring nations. The minister emphasized that electricity falls under the Concurrent List, making it a joint responsibility of the Centre and states. He underlined the critical role of DISCOMs in the power value chain, particularly in last-mile delivery and revenue collection, directly impacting the sector’s financial health and the broader economy. Meanwhile, both Lok Sabha and Rajya Sabha witnessed disruptions, with the Opposition protesting over the trade deal issue.
