Black Band Protest Over Assault On Odisha Civic Official; 3 Arrested, Security Under Review

A wave of outrage swept through Odisha’s capital after a senior official of the Bhubaneswar Municipal Corporation (BMC) was violently assaulted in his own office. The shocking attack on Additional Commissioner Ratnakar Sahoo has sparked strong reactions from political leaders, city officials, and the public alike, with calls growing louder for swift and exemplary action.

The incident unfolded on Monday during a routine public grievance session. According to BMC Commissioner Rajesh Prabhakar Patil, a group of men stormed into the premises, dragged Sahoo out, and physically assaulted him in broad daylight. “This was a ghastly and unprecedented act,” said Patil. “We have already lodged an FIR, and three individuals have been arrested. Further investigation is underway, and we’re demanding strict action against all those involved.”

FIR Registered, Three Suspects in Custody

The Kharvelnagar Police Station promptly registered a case, leading to the arrest of Jeevan Rout, Rashmi Mahapatra, and Debashis Pradhan. Police are now probing the involvement of additional suspects. Deputy Commissioner of Police Jagmohan Meena confirmed the developments and assured that no stone would be left unturned in the investigation.

"Dragged, Kicked, Assaulted": Mayor Demands Attempt to Murder Charge

BMC Mayor Sulochana Das offered a chilling account of the attack, saying five to six men allegedly barged into the office, manhandled Sahoo, and even attempted to abduct him. “This is not just an assault; it’s an attempt to terrorize a government institution. We have CCTV footage and shared it with the media. An attempt to murder charge must be filed,” Das asserted. She also questioned the limited number of arrests, demanding action against all those responsible.

Naveen Patnaik Reacts: "Utterly Shocked"

Former Odisha Chief Minister and BJD chief Naveen Patnaik took to X (formerly Twitter) to share his alarm. Posting a video clip of the incident, Patnaik wrote, “I am utterly shocked seeing this video. Shri Ratnakar Sahoo, a senior officer, was dragged from his office and brutally assaulted—reportedly in front of a BJP Corporator linked to a defeated BJP MLA candidate.” He urged newly elected Chief Minister Mohan Charan Majhi to take prompt and exemplary action.

Security Gaps and a City in Disbelief

In the aftermath of the incident, serious concerns have been raised about the security arrangements at BMC offices. Commissioner Patil acknowledged the lapse, stating, “This is a public office where we don’t usually expect violent intrusions. But after this incident, we are taking immediate steps to enhance officer security.”

He added that such violence was “unheard of in the history of BMC” and assured that steps were being taken to prevent any recurrence.

BMC Employees Show Solidarity

In a heartfelt display of unity, BMC staff wore black badges on Tuesday as a silent protest and an expression of solidarity with their injured colleague. “Ratnakar Sahoo is known for his professionalism and courtesy. None of us expected something like this to happen to him,” said Patil. “This gesture is our way of standing with him
