Why are people skipping second dose of COVID-19?

Even after getting first shot of COVID-19 vaccine, people in large number have not got themselves jabbed with the second dose, even after the expiry of the prescribed interval between two doses. The government data of Maharashtra says that 100 percent population has taken First jab but they did not turn up for the second one.
