According to the report, the organizers of the Hathras incident are primarily responsible, and the local administration's accountability has also been determined. The two-member investigation committee submitted its report, stating that there is no denial of conspiracy, hence thorough investigation is necessary. The report states that the Hathras incident occurred due to negligence on the part of the organizers. Sufficient arrangements were not made despite inviting the crowd.
