The recent arrest of terrorist Rizwan in Delhi has thwarted a major bombing plot intended for the city. Rizwan's plan to carry out large-scale attacks was revealed during his interrogation. He had received extensive training in creating and deploying Improvised Explosive Devices (IEDs) and had even conducted test explosions along the Yamuna river to refine his techniques. Rizwan was actively recruiting new members for ISIS, focusing on young individuals to rejuvenate the group's activities in India. This move came in response to the significant weakening of ISIS’s local operations following the arrest of over 50 terrorists linked to the Indian Mujahideen. With the Indian Mujahideen's network significantly dismantled, ISIS sought to expand its influence and reestablish its presence in the country through Rizwan's recruitment efforts and planned attacks.
