Modi made the remark during the unveiling of the Badrinath shrine's development master plan. The master plan calls for the development of Devdarshini in the Badrinath temple region, as well as the construction of a museum and an art gallery, as well as the installation of a light and sound display to showcase the 'Dushavatar' (or ten incarnations).
