Parliament Today Top Points: IIM Bill, Inter-Services Organisations Bill Passed In LS. RS Stalemate Continues

Later at noon, Rajya Sabha was adjourned till 11 am on Monday following ruckus by both Opposition MPs and Treasury benches over Rajasthan and Manipur issue.

As the opposition continued to protest the violence and unrest in Manipur, both Houses of Parliament began in pandemonium. Meanwhile, a notice was submitted in the Rajya Sabha under Rule 176 to address atrocities in Rajasthan, following the alleged gangrape and death of a 14-year-old in the state. The Treasury benches hailed slogans asking that this discussion take place, while Leader of the Opposition Mallikarjun Kharge said the subject should be brought up in the Rajasthan Assembly. Protests forced both Houses to adjourn until noon.

When the Lok Sabha reconvened at noon, it promptly debated and approved the Indian Institutes of Management (Amendment) Bill, 2023, and the Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023, amid Opposition sloganeering. The Inter-Services Organisations (Command, Control, and Discipline)  bill aims to empower the commander-in-chief and the officer-in-command of inter-services organisations with disciplinary and administrative powers over personnel from other forces.

Defence Minister Rajnath Singh tabled the bill on Friday, saying it was a part of a series of steps being taken by the government to strengthen the armed forces. 

In addition, the National Research Foundation Bill and Private Members' Bills have been submitted in the House.

With only six sittings left in the Monsoon Session of Parliament, the government and the opposition are attempting to reach an agreement to break the Rajya Sabha's extended deadlock on the issue of discussion on the Manipur violence.

Both parties have agreed to hold a debate on the matter in Rajya Sabha under Rule 176 of the pre-decided resolution. The Opposition continues to insist for Prime Minister Narendra Modi's attendance in the House, but for the time being, the next hurdle is to finish the wording of the acceptable resolution to all parties.

Meanwhile, the Rajya Sabha approved three Bills on Thursday without much debate, as opposition members boycotted the proceedings due to the unrest in Manipur. On Wednesday, the Upper House passed three bills in a similar fashion.
