Delhi's Graded Response Plan For Covid Third Wave: Hotels-Lodges To Open, Cinemas-Banquets To Remain Shut

DDMA earlier in the day passed a colour-coded Graded Response Action Plan under which curbs will be implemented.

New Delhi: Chief Minister Arvind Kejriwal on Friday said the Delhi Disaster Management Authority (DDMA) has approved a ‘Graded Response Action Plan’ to deal with the potential third wave of the Covid-19 pandemic.

“Grade Response Action Plan was passed in the DDMA meeting today. There will be no ambiguity around when the lockdown will be implemented. In the meeting, the Delta Plus variant of coronavirus was also discussed. We have to stop this variant from spreading in Delhi and the government is taking all necessary steps,” he tweeted in Hindi.

Kejriwal’s remarks came as the DDMA earlier in the day passed a colour-coded Graded Response Action Plan under which curbs will be implemented in accordance to the severity of the Covid-19 situation.

The colour codes based on positivity rate (on two consecutive days), cumulative number of new Covid cases (over a week) and average oxygenated-bed occupancy (for a week) will designate four levels of alerts, PTI reported the officials as saying.

The 'Yellow' (Level-1) alert will be sounded when the positivity rate crosses 0.5 percent or new cases increase to 1,500 or oxygenated bed occupancy reaches 500.

The corresponding response will involve operation of restaurants at 50 percent capacity between 8 a.m. to 10 p.m. and bars with 50 percent capacity between 12 noon to 10 p.m., opening of hotels and lodges with curbs on banquets and conferences, closure of cinema halls, theatres, multiplexes, banquet halls, auditoriums, assembly halls or similar places, barbers shop, salon, beauty parlour, spas and wellness clinics, gyms and yoga institutes, entertainment parks and similar places.

Under Level-1 alert, only outdoor yoga will be permitted.

The Level-2 alert coded with 'Amber' colour will come into force if the positivity rate rises above one percent or new cases number 3,500 or oxygenated bed occupancy reaching 700.

This alert will invoke the same responses as Level-1. Only home delivery and takeaway will be allowed for the restaurants. However, outdoor yoga won’t be permitted.

The Level-3 alert coded with 'Orange' colour will come into effect if the positivity rate crosses two percent or new cases number 9,000 or oxygenated bed occupancy becomes 1,000.

The Level-3 alert or the 'Red' alert will come into force if the positivity rate crosses five percent or new cases rise to 16,000 or oxygenated bed occupancy reaches 3,000.

The corresponding response to Orange and Red alerts will remain the same as 'Amber' one.
