New Delhi: The Monsoon session, which began on July 20, has so far been marred by continuous disruptions by the opposition over the ethnic violence in Manipur, particularly over a viral video showing two women being paraded naked by a mob in the northeastern state. The video rocked both houses of the Parliament, forcing early adjournments since day one with the Opposition demanding Prime Minister Narendra Modi's statement on the issue.
In a bid to persuade PM Modi to make a statement, the Opposition parties are likely to move a no-confidence motion against the ruling BJP government on Wednesday.
Here's all that has happened in the Parliament so far-
Day 1 Of Monsoon Session
Both houses of parliament were adjourned early on the first day of the monsoon session amid sloganeering by the opposition over Manipur violence as joint opposition sought PM Modi's statement on the issue.
Opposition parties gave notices to discuss the Manipur issue under Rule 193 in Lok Sabha. While, in Rajya Sabha, the Opposition gave notice under Rule 176 and Rule 267 to discuss the matter.
Amid continuous protests and outrage by the Opposition, Union Minister Anurag Thakur introduced the Cinematograph (Amendment) Bill, 2023 in Rajya Sabha, which aims to curb piracy in film content and protect the creative industry.
Day 2 Of Monsoon Session
Protests and sloganeering continued in both Houses of Parliament over the situation in Manipur, forcing the early adjournment for the second consecutive day.
Speaking in the Lok Sabha, Defence Minister Rajnath Singh blamed the Opposition parties for not being serious about the Manipur situation.“I think the opposition is not serious about the discussion because the government wants that the issue of Manipur should be discussed. PM Modi has also said that the whole nation has been ashamed of the kind of incident that has happened and has also asked to take strict action in the matter,” he said.
However, the Congress insisted on a statement from the PM on the incident.
The first two days of the monsoon session were almost washed out over Opposition’s demands related to Manipur violence.
Day 3 Of Monsoon Session
The Parliament logjam on Manipur persisted on Monday, with opposition parties stuck to their demand for PM Modi's statement on the Manipur issue while the BJP-led NDA government insisted that Union Home Minister Amit Shah will speak on the issue.
Both Houses of Parliament witnessed protests and adjournments again on Monday as opposition parties raised slogans and carried placards.
Meanwhile, in Rajya Sabha, Chairman Jagdeep Dhankhar suspended AAP Sanjay Singh for the remainder of the monsoon session of Parliament for “repeatedly violating” the Chair’s directives while protesting on the Manipur issue.
Opposition parties condemned the action and staged a sit-in protest against the suspension of Singh.
The Lok Sabha briefly took up the government’s legislative agenda among sloganeering by opposition members.
Three bills - The National Dental Commission Bill, 2023, The National Nursing and Midwifery Commission Bill, 2023 and the Constitution (Scheduled Castes) Order (Amendment) Bill, 2023 were introduced in the House.
Day 4 Of Monsoon Session
Amid sloganeering by Opposition party members, the Lok Sabha on Tuesday passed the Multi-State Co-operatives Societies (Amendment) Bill, 2022, which seeks to strengthen cooperatives by making them transparent and introducing a system of regular elections.
Meanwhile, the Opposition parties are likely to move a no-confidence motion against the ruling BJP government on Wednesday.
The decision was taken at a meeting of like-minded Opposition floor leaders at the chamber of Rajya Sabha LoP Mallikarjun Kharge in Parliament, sources told ABP News.
Union Home Minister Amit Shah, while addressing the session on Tuesday, said that he was ready for a discussion on the Manipur issue, and urged the Opposition parties to create a conducive atmosphere for such a sensitive matter.
The Union Cabinet, on the other hand, on Tuesday cleared a bill to replace the ordinance promulgated for the creation of an authority for transfers and postings of Group-A officers in Delhi, sources told news agency PTI.
