Centre Appoints Arvind Shrivastava As New Revenue Secretary; Key Bureaucratic Reshuffle Announced

The Centre also announced the elevation of Santosh Kumar Sarangi, an IAS officer of the 1994 batch from the Odisha cadre, as the new Secretary of the Ministry of New and Renewable Energy

In a significant top-level bureaucratic reshuffle, the Appointments Committee of the Cabinet has approved the appointment of senior Indian Administrative Service (IAS) officer Arvind Shrivastava as the new Revenue Secretary in the Ministry of Finance. Shrivastava, a 1994-batch IAS officer of the Karnataka cadre, is currently serving as Additional Secretary in the Prime Minister’s Office (PMO). He will now move to the Department of Revenue, taking over a crucial role in managing the Centre's tax and revenue policies.

The Centre also announced the elevation of Santosh Kumar Sarangi, an IAS officer of the 1994 batch from the Odisha cadre, as the new Secretary of the Ministry of New and Renewable Energy (MNRE). Sarangi has held various important positions in both the state and central governments and is expected to play a key role in advancing India’s clean energy ambitions, especially as the country works towards meeting its climate commitments and expanding renewable energy infrastructure.

In another key appointment, Vumlunmang Vualnam, a 1992-batch IAS officer of the Manipur cadre, has been designated as the Secretary of the Department of Expenditure, under the Ministry of Finance. Vualnam brings extensive experience in economic administration and public finance and will be instrumental in overseeing government spending, fiscal discipline, and expenditure reforms.

Manoj Govil, the outgoing Revenue Secretary, has been appointed as Secretary (Coordination) in the Cabinet Secretariat. He will now oversee inter-ministerial coordination and facilitate administrative efficiency at the highest levels of government.

Meanwhile, Vivek Aggarwal, a 1994-batch IAS officer from the Madhya Pradesh cadre, has been appointed as the new Secretary, Ministry of Culture. Aggarwal is currently serving as Additional Secretary in the Department of Revenue, and also holds concurrent charge as Director of the Financial Intelligence Unit-India (FIU-IND). He is expected to bring his extensive administrative experience to the Ministry of Culture, which plays a vital role in preserving and promoting India’s rich heritage and artistic traditions.
