From Building Skills To Focus On Critical Infra: How Budget 2025 Can Strengthen India’s Cybersecurity Preparedness

OPINION: As India’s digital economy grows, cybersecurity must become a national priority. A proactive approach to certain issues have now become necessary.

India is at a pivotal moment in its digital journey, with technology becoming essential to nearly every sector of the economy. However, this rapid digital transformation has also led to a sharp rise in cyber threats like ransomware, phishing, and data breaches, revealing critical vulnerabilities. 

As India works toward a secure digital future, Budget 2025 offers a crucial opportunity to address these challenges by prioritising cybersecurity investments in infrastructure, skills, and awareness.

Increase In Funding

One of the immediate needs is an increase in funding for national cybersecurity initiatives. Programs such as the National Critical Information Infrastructure Protection Centre (NCIIPC) and the Cyber Swachhta Kendra must be strengthened to protect key sectors from evolving cyber threats. 

Additionally, supporting cybersecurity innovation through tax incentives or grants for startups can drive the development of advanced, localised solutions tailored to India’s unique challenges.

Building Skills

Building a skilled cybersecurity workforce is another essential step. Reports show a significant shortage of cybersecurity professionals in India, with estimates suggesting a gap of over 1 million experts. 

To close this gap, Budget 2025 should allocate funds for upskilling and reskilling programs, particularly under the Skill India initiative, ensuring a steady pipeline of skilled professionals. Public-private partnerships can further align training programs with real industry needs while incorporating cybersecurity into higher education curricula will help build awareness and generate interest among the next generation.

Focus On Critical Infra

Critical infrastructure sectors — such as energy, healthcare, and transportation — are particularly vulnerable to sophisticated cyberattacks.

Budget 2025 should focus on developing cybersecurity standards specific to these industries, while also investing in research and development of cutting-edge technologies like AI-driven threat detection and blockchain-based security. 

Strengthen Threat Detection

Additionally, establishing state-of-the-art Cybersecurity Operations Centers (CSOCs) nationwide will enhance real-time threat detection and improve response times.

Small and medium enterprises (SMEs) are especially susceptible to cyber threats due to limited resources for cybersecurity measures. To help these businesses, Budget 2025 can offer tax benefits for investments in cybersecurity infrastructure and subsidies for cyber insurance premiums. 

Launching awareness campaigns tailored to SMEs will help them understand the risks they face and the available support to better protect their digital operations.

A Global Challenge

Since cybersecurity is a global challenge, India must strengthen its international collaborations. Budget 2025 could allocate funds for India to actively engage in global cybersecurity forums and foster knowledge-sharing with leading countries. 

These efforts will help India stay ahead of emerging threats and build stronger defences. Additionally, supporting cross-border cooperation in tackling transnational cybercrime will bolster India’s position as a trusted partner in global cybersecurity efforts.

As India’s digital economy grows, cybersecurity must become a national priority. A proactive approach to these issues will not only safeguard India’s digital infrastructure but also strengthen public trust and position the country as a global leader in the digital economy. With strategic planning and robust support, India’s digital future can remain secure, resilient, and prosperous.
