Why are Indian states following different quarantine rules?

When the problem is same, trouble is same for all the residents of India then why are the rules different? Every Indian state has different rules for the quarantine period. Somewhere the rules says 14 days, somewhere 7 whereas at some places no isolation period required!
In Uttar Pradesh, if a person wishes to return via flight services within a week then no quarantine is required. On the other hand, people returning from train and bus will have to be quarantined for 14 days
People returning to Delhi need not be isolated at all
