Union Minister Sadananda Gowda refuses to go into quarantine

Union Minister Sadananda Gowda, who returned to Bengaluru from New Delhi in a flight, refused to go into home quarantine for seven days, as mandated by the state government. Both the events have raised the question, are strict laws only for the common public and not for ministers and MPs?
