Lockdown: "To open or not to open," ask confused shop owners

Despite the Union government's order that shopkeepers will be allowed to open shops in non-hotspot, non-containment areas, there is a lot of confusion. It seems that it has not been made clear that which category of shops will be allowed to open and that has led to confusion. Meanwhile, traders association CAIT has said that the shop owners should wait for clarifications issued by state governments before opening the shops.
