Union Minister Kishan Reddy Urges CM KCR To Implement ‘SVAMITVA’ Scheme In Telangana

The Union Minister urged the Chief Minister to take steps for early execution of the ‘Svamitva’ scheme.

Union Tourism Minister G Kishan Reddy on Monday urged Telangana Chief Minister K Chandrasekhar Rao to take steps to implement the Centre’s ‘Svamitva’ scheme in providing property title deed certificates for houses and land in rural areas .

Observing that rural people would get economic stability if property certificates concerning their houses are provided by implementing the scheme, the Union Minister urged the Chief Minister to take steps for early execution of the scheme.

Though its pilot project has been successfully completed, the union tourism minister expressed regret over non implementation of the Central government scheme in the state.

Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) scheme under the Ministry of Panchayati Raj was launched nationwide by Prime Minister Narendra Modi on National Panchayati Raj Day ( April 24, 2021) after successful completion of pilot phase of scheme (2020–2021) in nine States.

By mapping land parcels using drone technology and giving village household owners a Record of Rights, the scheme is a reformative step towards establishing clear ownership of property in rurally inhabited (Abadi) areas. The scheme also issues legal ownership cards (property cards or title deeds) to the property owners.

Kishan Reddy, in an official communication to the Chief Minister, said the Telangana government entered into an agreement with the Centre on April 19, 2022, in regard to the SVAMITVA scheme, which is being successfully executed across the country.

After the pact, a drone survey was successfully conducted in five villages under the pilot project, and maps regarding property have been prepared. He said that the state government needs to distribute certificates as per the maps to those who have rights over the property.

Kishan Reddy further said that the Centre had sent a reminder on July 29, 2022, to roll out the state-wide implementation in Telangana, but no progress has been made so far. The technology and processes used in the implementation of ‘Svamitva’ scheme can be extended for surveying agricultural lands, thus addressing problems faced in the Dharani Portal, he said.
