UPSC Aspirants Deaths: SUV Driver Gets Bail After High Court Rebuke

Delhi's Tis Hazari court on Thursday granted bail to Manuj Kathuria, the SUV driver arrested by Delhi Police in connection with the death of UPSC aspirants at the flooded library of Rau's IAS Academy Centre.

Delhi's Tis Hazari court on Thursday granted bail to Manuj Kathuria, the SUV driver arrested by Delhi Police in connection with the death of UPSC aspirants at the flooded library of Rau's IAS Academy Centre.

Kathuria was denied bail by the Magistrate Court on Wednesday. The latest development follows a rebuke by Delhi High Court on Wednesday of the strange manner in which the police was conducting investigation and arresting someone just for passing by the said library where the unfortunate deaths occured. The high court was hearing petitions seeking high level probe into the said incident.

In another development, the Delhi Police in its affidavit in the high court has submitted that its not pushing charges of culpabale homicide against Manuj Kathuria, the SUV driver who drove past the Old Rajinder Nagar.

While slamming the investigation in the case, the high court said that unauthorised construction could not have happened without police collusion. High Court said that it is very strange that police are arresting someone for passing by the library as accused in the case.

"What kind of strange investigation is this? You are picking up any passer by. Just because an SUV drove past the building you are saying that the incident occured because of that?" The bench remarked and further said that it will hand over the investigation to a central agency like CVC or Lokpal if it is not satisfied with the response of the investigation officer.

The Delhi High Court also slammed the MCD, Delhi Development Authority and city government over the deaths of three UPSC students in Rau's IAS Academy basement. The court said that this is a case of criminal negligence and it will make sure that responsibility is fixed in the case.

The high court bench headed by ACJ Manmohan directed the investigating officer, DCP, and MCD commissioner to be personally present in court at the next hearing on Friday.
