Parliament Today Top Points: Lok Sabha Passes Delhi Services Bill Amid Oppn Walkout, 3 Bills Get Rajya Sabha Nod
The Lok Sabha passed The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, by a voice vote after the Opposition walked out.
New Delhi: As the Parliament convened for the eleventh day of the Monsoon Session on Thursday, the Lok Sabha took up The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, for consideration and passage, which is meant to replace the contentious Ordinance on the control of services in the national capital.
Speaking on the Delhi Services Bill, Union Minister Amit Shah said that the ordinance refers to the order of the Supreme Court which says that the Parliament has the right to make laws on any issue related to the National Capital Territory of Delhi. "There are provisions in the Constitution that allow the Centre to make laws for Delhi."
Meanwhile, the uproar over the violence in Manipur continued in the Parliament with the Opposition demanding a statement from Prime Minister Narendra Modi on the ongoing Manipur crisis, while the ruling BJP claimed that the Opposition is "running away" from the discussion.
The debate on the no-confidence motion, which was moved by the Opposition in Lok Sabha against the government, will begin on August 8, and the Prime Minister is expected to reply on August 10.
Here's what happened on the tenth day of Parliament's monsoon session:
- Rajya Sabha Chairman Jagdeep Dhankhar convened a meeting of leaders for a solution to the impasse in the House.
- The Lok Sabha took up the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 for consideration and passage. The bill was passed in the Lower House by a voice vote after the Opposition walked out.
- Hitting out the Aam Aadmi Party (AAP), Shah said, "In the year 2015, a party came to power in Delhi whose only motive was to fight, not serve...The problem is not getting right to do transfer postings, but getting control of the vigilance department to hide their corruption like building their bungalows."
- Responding to Amit Shah's speech in Lok Sabha, AAP leader Raghav Chadha said, "Rather than mentioning about statements of Pandit Nehru, Sardar Patel and BR Ambedkar, he (Amit Shah) should see statements of his own party leaders made during 1980s-90s. Lal Krishna Advani had brought Delhi Statehood Bill in 2003 aiming to give Delhi the status of a full-fledged state."
- The Pharmacy (Amendment) Bill, 2023, was introduced in Lok Sabha by Union Health Minster Mansukh Mandaviya.
- Union Minister Ashwini Vaishnaw tabled The Digital Personal Data Protection Bill, 2023 for introduction in Lok Sabha.
- Several lawmakers including Union Minister Nitin Gadkari, Congress' Adhir Ranjan Chowdhury, NCP's Supriya Sule, RSP's NK Premchandran, BSP's Ritesh Pandey, BJP's Rajendra Agarwal, TMC's Saugata Roy, National Conference's Farooq Abdullah and DMK's Kanimozhi met Lok Sabha Speaker Om Birla and urged him to come to the House and assured to maintain the dignity of the Chair.
