Parliament Live: Narendra Modi hopes for productive Parliament session

New Delhi:   Congress backed by the Left, JD(U) and other opposition parties, on Monday cornered the Centre over imposition of President's rule in Uttarakhand and Arunachal Pradesh, calling it an "assault" on the federal structure. Live Updates:

  •  "It is a murder of democracy," Mallikarjun Kharge said as the Lower House assembled for the day, telling Speaker Sumitra Mahajan that he has given a notice for an adjournment motion on the issue.

  Members of JD(U) and AAP were also in the Well along with Congress and AAP leader Bhagwant Mann was repeatedly seen pleading with the Chair to allow Kharge to have his say. Mann was also heard expressing concern over drought situation in several parts of the country and suicide of farmers. The imposition of President's Rule in Uttarakhand has turned into a political controversy, especially after the state High Court stayed the decision last week. On the Centre's plea against that verdict, the Supreme Court has now temporarily stayed the High Court's move. With the Speaker declining to allow him to speak on the issue, Kharge protested and sat in the Well of Lok Sabha while other Congress members continued to raise slogans. Belligerent Congress members in the Lok Sabha were heard shouting slogans like 'Taanashahi band karo (Stop dictatorship)' and 'Modi sarkar hosh mein aao' (Modi government, come to senses). Congress President Sonia Gandhi was also seen protesting. Earlier today, Prime Minister Narendra Modi hoped that members of all parties will discuss issues in a democratic spirit and take good decisions. Opposition, mainly the Congress on Monday target the government over imposition of President's Rule in Uttarakhand, Modi hoped that members will involve themselves in free discussions like the last time and important decisions will be taken. He noted that the the first part of the Budget session was very productive and several important legislations were passed. "The first part of the Budget session was very productive. All the parties helped in running Parliament smoothly and many important decisions were taken. And the MPs of all parties seemed happy about this. This time too we will discuss issues with similar enthusiasm and as per the tradition of democracy and take good decisions. This is my belief," he said. Even as the government has listed a heavy agenda for the session, including passage of 13 bills in Lok Sabha and 11 bills in Rajya Sabha, there is understanding among its floor managers that pushing contentious measures like GST won't be possible in first few days. The NDA government is likely to counter the attack citing instances of imposition of President's rule when Congress governments or governments backed by it or other Opposition parties were in power at the Centre.
