Breaking News HIGHLIGHTS, January 9: The Model Code of Conduct for governments, candidates and political parties has come into force with the announcement of the election schedule for five states.
The model code is a set of guidelines, issued by the Election Commission, for political parties, candidates, government and the party in power during elections concerning speeches, announcements, election manifestos and general conduct.
Governments of the poll-bound states have been directed to ensure that there is no misuse of official machinery and position when the poll code is in force.
All provisions of the poll code will apply to the whole of Goa, Manipur, Punjab Uttarakhand and Uttar Pradesh with regard to all candidates, political parties and the governments of the five states, the Election Commission said on Saturday.
"The Model Code of Conduct shall also apply to the Union government in so far as announcements or policy decisions pertaining to and for Goa, Manipur, Punjab Uttarakhand and Uttar Pradesh are concerned," it said.
Punjab's Chief Electoral Officer S Karuna Raju on Saturday held a meeting with deputy commissioners and district police chiefs asking them to strictly implement the Model Code of Conduct and ensure its compliance in letter and spirit.
Raju said this after the Election Commission of India announced assembly elections in Punjab on February 14, with counting of votes to be held on March 10.
Addressing the media here, Raju said that 75 companies of Central Armed Police Forces (CAPFs) have already been allotted to the state and 50 companies are reaching on January 10.
As soon as the companies will arrive, they will start area domination operations, he said. Raju also brought all ECI guidelines to the notice of the chief decretary and other officials.
He said an app, C-vigil, has been launched and the complaints registered on it will be redressed within 100 minutes.
Congress declares second list of candidates for Goa polls
New Delhi, Jan 9 (PTI) The Congress on Sunday released its second list of candidates for the Goa assembly elections. In this list, seven candidates have been named for the February 14 single-phase polls for the 40-member state assembly. The names of candidates were finalised after a meeting of the central election committee of the Congress, and it was chaired by party president Sonia Gandhi, according to a statement. The candidates in this list are Jitendra Gaonkar, Rodolf Louis Fernandes, Rajesh Faldessai, Manisha Shenvi Usgaonkar, Viriato Fernandes, Olencio Simoes and Avertano Furtado. The Congress had last month declared the names of eight candidates for the elections. The results will be declared on March 10 along with four other poll-bound states -- Punjab, Uttarakhand, Uttar Pradesh and Manipur.
