What Is One Nation One Subscription? New Modi Govt Scheme Widening Access To Scholarly Research

One Nation One Subscription is designed to provide students, faculty, and researchers with access to international high-impact scholarly research articles and journal publications.

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the "One Nation One Subscription" initiative, a new Central Sector Scheme aimed at providing nationwide access to scholarly research articles and journals. Designed to be simple, user-friendly, and fully digital, this scheme will benefit government higher education institutions and central government R&D laboratories. With an allocation of around Rs 6,000 crore, the scheme will cover three calendar years: 2025, 2026, and 2027.

One Nation One Subscription will build on and further enhance the scope and reach of the range of initiatives undertaken by the Government of India over the past decade in the domains of education, for maximizing access to quality higher education for the youth of India. This will supplement the ANRF initiative to promote research and development and foster a culture of research and innovation throughout government universities, colleges, research institutions, and R&D laboratories.
 

Key Features Of One Nation One Subscription Scheme (ONOS Scheme)

- The scheme provides nationwide access to nearly 13,000 e-journals from 30 major international publishers.

- Over 6,300 government higher education institutions and central R&D laboratories will benefit, covering around 1.8 crore students, faculty, and researchers, including those in tier 2 and tier 3 cities.

- Coordination of the scheme will be handled by INFLIBNET, an autonomous inter-university center under the University Grants Commission (UGC), ensuring streamlined access for institutions across the country.

- A centralized digital portal, One Nation One Subscription, will be launched by the Department of Higher Education for easy access to the journals.

- The scheme complements the Anusandhan National Research Foundation (ANRF) in promoting research, development, and innovation across government universities, colleges, and R&D laboratories.

- Information, Education, and Communication (IEC) campaigns will be conducted by the Department of Higher Education and state governments to raise awareness and maximize usage of the scheme.

- The initiative aligns with the Viksit Bharat@2047 vision, National Education Policy (NEP) 2020, and the ANRF, contributing to the growth of higher education and research capabilities in India.

- The ANRF will periodically review the usage of the scheme and track publications by Indian authors to ensure its effectiveness and support India’s research output.
