Finance Minister proposed major changes in both school and higher education and focused on research and innovation. Sitharaman proposed to inaugurate National Research Foundation in Union Budget 2019. She said “we want to upgrade quality of teaching in the country”. “There wasn’t a single Indian institution ranked in World Institution Ranking 5 years back. We have now 3 intuitions in top 200 institution bracket, including 2 IITs” Finance minister asserted.
