The government of Maharashtra on Tuesday directed all schools in the state to install CCTV cameras on the premises, conduct a roll call three times every day, and verify all school employees before their appointment.

The directives were followed to improve security at schools against the backdrop of the 2024 sexual assault case of two kindergarten students in August, which occurred in the toilet of a pre-primary school in Badlapur East, Thane district. 

Following the incident, it was alleged that the school administration and local police refused to take any action against the incident. Later, a 24-year-old contractual sweeper at the school, identified as Akshay Shinde, was apprehended on August 17 in connection with the sexual assault, according to a report by Hindustan Times.
 
But the accused was killed by the police on September 23 after he reportedly attempted to snatch the gun from an officer and fired three rounds.

The state government came up with a mandatory provision, directing schools to inform the local police station about any complaint of sexual assault by students. It was also mandated to conduct character verification of all the teaching and non-teaching staff of the schools prior to their appointment, along with a character certificate from the police.

'Good Touch-Bad Touch' Training Sessions

Schools were also directed to conduct roll calls three times a day and send a text message to children's parents who would be marked absent. It was also ordered to organise training sessions of “good touch-bad touch” (meant for educating students about sexual harassment) for pre-primary and primary students.

Schools will now also be required to set up a complaint box, to be opened twice a week in the presence of a school committee that includes parent representatives.

Private schools must also install CCTV cameras throughout the premises, including outside toilets, and retain footage for at least one month. Additionally, school buses must be equipped with CCTV cameras and have a female attendant on board at all times.

The updated guidelines further mandate the introduction of self-defence training programs and require schools to ensure no tobacco or pan shops operate within 100 metres of the campus, seeking police assistance if such stalls are found.
