NHAI Targets 24 Road Assets For Monetisation In 2025-26; Check Here The Revenue Target

The Ministry of Road Transport and Highways (MoRTH) has set a target of raising Rs 39,000 crore through various asset monetization methods in 2024-25.

The National Highways Authority of India (NHAI) has compiled a preliminary list of 24 road assets for potential monetisation in 2025-26 and has invited feedback from stakeholders to finalise a comprehensive list. The total length of the road assets set for monetisation in the upcoming financial year is 1,472 km, with an estimated cumulative annual revenue of Rs 1,863 crore from these assets in 2023-24.

“These assets are preferably to be monetised through toll-operate-transfer (TOT) mode unless not revised at a later stage for any other mode of monetisation,” NHAI, which is the administrative control of the Ministry of road transport and highways said in an office order dated February 24, 2025.

According to the order, of the 24 projects, five are located in Maharashtra, four in Jharkhand, three in Uttar Pradesh, two each in West Bengal, Bihar, and Telangana, and one each in Chhattisgarh, Haryana, Gujarat, Karnataka, Kerala, and Odisha.

The target for 2025-26 is lower compared to 2024-25 when NHAI had identified 33 highway stretches to 2,741 km across the country for monetisation.

Modes Of Monetisation

NHAI is utilising three modes for monetisation: toll-operate-transfer (TOT), InvIT, and securitisation. Under the TOT model, the rights to collect fees for selected operational national highway projects, funded by the public, are granted to a concessionaire in exchange for an upfront lump-sum payment to NHAI.

The Ministry of Road Transport and Highways (MoRTH) has set a target of raising Rs 39,000 crore through various asset monetisation methods in 2024-25. "Out of this, a concession agreement for TOT Bundle-16 (251 km) amounting to Rs 6,661 crore has already been signed in November 2024," the ministry stated in its annual report for 2024-25. MoRTH raised a record Rs 40,314 crore through asset monetisation in 2023-24.
