Who was protecting history-sheeter Vikas Dubey? | Ghanti Bajao

In Uttar Pradesh's Kanpur, 8 Police personnel lost their lives after being fired upon by criminals when they had gone to raid Bikaru village in search of history-sheeter Vikas Dubey. SSP Kanpur says, "They'd gone to arrest him following a complaint of an attempt to murder against him. They were ambushed".

But the question remains, who was protecting Vikas Dubey till now? How did he become such a notorious gangster that he could get away with killing 8 cops?
