Hyderabad case: Police issue guidelines or restrictions?

After Hyderabad gang-rape and murder case, state police has issued guidelines for women safety and security. It is mentioned in the guidelines that while travelling a girl should inform her family regarding her whereabouts. The guidelines also inform women to always remain prepare for dialing 100.
