Delhi: Why Markaz headquarter is not sealed yet?

A video has surfaced in which Maulana Saad was spotted out from his house. He went to offer prayers at nearby Masjid. Maulana Saad is the chief of Tablighi Jamaat. 

Delhi crime branch is still not able to arrest Saad despite he being booked under several sections. The question also arises as to why ED, CBI officials have not sealed the headquarters of Nizamuddin Markaz. Watch the video to know more.
