Delhi: Peace restored, by when will culprits be arrested?

Violence in Delhi claimed life of 42 people and left over 300 injured. Till now, almost 200 FIRs have been filed against multiple people. However, those who made controversial statements are yet to be arrested. Be it BJP's Kapil Mishra, AAP's Tahir Hussain or people like Ragini Tiwari and the gun wielding man who is believed to be Shahrukh. Why haven't they been arrested?
