U.P. minister Dharmpal Singh defends encounters in the state by saying that, 'Only criminals are being killed'

On Saturday, Vivek Tiwari, a 38-year-old employee of Apple died after he was shot at by a police constable in Lucknow. The police constable Prashant Chaudhary, who shot him, said he did not intend to kill Tiwari but fired at him accidentally during self-defence.
