Parliament Security Breach: Delhi Police Charges Accused With Anti-Terror Law UAPA

Delhi police has registered a case under the anti-terror law, UAPA against the accused in connection with the parliament's security lapse on Wednesday.

Delhi police has filed a case under the anti-terror law, the Unlawful Activities (Prevention) Act (UAPA), against the accused in the parliament security breach case, reported ANI. Delhi Police Special Cell will also investigate various points including the educational background of the four accused, their involvement in past activities including any protests or rallies and whether they visited Parliament before Wednesday's incident, the news agency reported citing sources. The probe will also focus on investigating their social media activities and history, it added.

Police have registered a case under Sections 120-B (criminal conspiracy), 452 (trespassing), Section 153 (want only giving provocation with an intent to cause riot), 186 (obstructing public servant in discharge of public functions), 353 (assault or criminal force to deter public servants from discharge of his duty) of IPC and 16 &18 sections of UAPA at the Parliament Street police station, reported ANI citing Delhi police.

It said the case is being transferred to the Special Cell for further investigations and that four people have been arrested and one Vicky and his wife are being interrogated.

Police sources have told ANI that the absconding accused in the Parliament security breach case, Lalit Jha sent a video of the incident to his NGO partner after the four accused committed the act.

This comes after the Ministry of Home Affairs ordered an inquiry into the security breach in Parliament on Wednesday. An inquiry committee has been set up under Anish Dayal Singh, DG, CRPF, with members from other security agencies and experts. The panel will look into the reasons for the breach in the security of Parliament, identify the lapses and recommend further action.

A security lapse was reported after unidentified persons jumped down from the visitors’ gallery in Lok Sabha during the ongoing Winter Session of Parliament earlier in the day. The intruders had gas cannisters and raised slogans inside the House.

The members overpowered the man and slapped him while he and his accomplice opened gas cannisters releasing yellow smoke inside the Lok Sabha. The two persons who entered the Parliament building have been identified as Sagar Sharma and Manoranjan D. The other two, who sprayed coloured gas from cannisters and shouted slogans "tanashahi nahi chalegi" outside the Parliament building, are Amol Shinde and Neelam Devi.

Police said that all four of them are in custody, along with another accused Vishal, in whose Gurugram house they were staying. Meanwhile, they added, that efforts are underway to nab the sixth suspect.

During the probe, Amol said that they carried out this act as they were miffed with issues like the farmers' protest, Manipur crisis and unemployment, PTI reported. The six accused knew each other for four years and were in constant touch through social media. They had hatched the plan a few days back and had also conducted a recce of the Parliament premises.
