TMC MP Derek O'Brien Not Suspended, Attends Session In Rajya Sabha. Here's Why

In a turn of events in Rajya Sabha, TMC MP Derek O'Brien has been allowed to attend the House after no voting took place on the motion to suspend him following his argument with Chairman Jagdeep Dhankhar. Earlier, the Chair asked the MP to leave and Leader of House Piyush Goyal immediately moved a motion to suspend. Dhankhar stood up and announced that the MP was being suspended for the remainder of Parliament session.
However, after the House resumed, O'Brien was allowed to attend the House proceedings. The Rajya Sabha Chairman said he had taken a "far-sighted" decision to not allow voting on the motion to suspend him which did not fructify.
"If O'Brien would have been suspended from the House for this session, do you think he would have been allowed to enter the House again? Can he come back again?" the chairman said.
"I have ended my own pain, no one has done that. If the motion was passed fully, O'Brien could not have entered the House again.
"He was allowed to enter the House as the motion against O'Brien could not fructify. I did not take that sense of the House deliberately. It is my obligation to ensure to an extreme degree that the House runs. I have been extremely accommodating whenever the TMC MP has come to my chamber and requested him," Dhankhar said.
Earlier in the day, Rajya Sabha Chairman Jagdeep Dhankhar announced suspension of TMC MP Derek O'Brien from the House for the remaining duration of the session for his unruly conduct in the upper house. A spat broke out between Dhankhar and Brien after the latter raised 'Point of Order'. The Chairman said that a member must raise a point of order if he has asked for it and should not use the time for a speech. However, the TMC MP spoke that leaders of opposition in the House have been asking for a discussion on Manipur.
As the tone escalated, Chairman Jagdeep Dhakhar asked the MP to take his seat and later named him saying, "He must leave the House'.

After this, Leader of the House Piyush Goyal moved a motion for his suspension "for continuously disturbing the proceedings of the House, disobeying the Chair and continuously creating disturbance in the House."
This comes a day after a similar heated exchange took place between Dhankhar and O'Brien during a debate on the Delhi Services Bill, which was later passed by the House. As O'Brien started making allegations against the Central government over other issues, Dhankhar accused him of doing "theatrics" in the House to gain publicity.
"This has become your habit. You are doing this as part of a strategy. You think you will enjoy publicity outside. You ravaged this House. Sit down," Dhankhar told O'Brien.
"Are you here for dramatics, theatrics, is it your oath... such outsmarting never pays...Here is a member who is here for personal publicity. I take strong note of this," an upset Dhankhar said.
