No Confidence Motion Debate in Parliament HIGHLIGHTS: Hello and welcome to the live blog on the no-confidence motion debate in Parliament.
The last week of Parliament's monsoon session began on Monday with lawmakers having some key tasks at hand. Congress leader Rahul Gandhi returned to the House after Lok Sabha Secretariat restored his membership following SC's stay on his conviction in the Modi surname case. The INDIA bloc leaders welcomed the leader in Lok Sabha while Congress workers celebrated in different parts of the country.
On Tuesday, the Parliament will be taking up a discussion on the no-confidence motion that has been brought by the opposition parties against the ruling alliance over the Manipur issue. BJP, Congress and AAP among others have already issued a whip to their members to be present in the House for the duration when the trust vote will be discussed.
The Delhi Services bill was passed in the Rajya Sabha with 131 in favour and 102 votes against the motion after hours-long debate in the Rajya Sabha. The Lok Sabah already passed the Bill last week amid a walkout by the opposition leaders.
The bill was tabled by Union Home Minister Amit Shah in the Upper House to replace an ordinance that was promulgated by the Centre on May 19. It was passed with 131 votes in favour and 102 votes against the motion.
Amit Shah said the aim of the bill was to make sure there was a "corruption-free administration in Delhi" and it doesn't violate the Supreme Court order.
"Earlier, there were no fights over transfer postings in Delhi, no CMs had any problems... In 2015, a govt came up after an 'andolan'... Some people said that the Centre wants to take power into its hands. The Centre doesn't need to do so as the people of India have given us the power and the right," the Union Home Minister said, as quoted by news agency ANI.
Centre has also offered to discuss the issue of Manipur on August 11, which the opposition bloc rejected seeking early discussion on Tuesday. Notably, August 11 is the last day of the monsoon session of Parliament.

During this meeting, the PM directed that police must ensure the security of people from the Northeast," said Union Minister Kiren Rijiju.
