MCD Ruckus: Delhi Mayor Slams BJP For 'Hooliganism' As Oppn Questions 'Unconstitutional Agenda'

Opposition leader Raja Iqbal Singh slammed the ruling AAP, saying "vesting the powers of the standing committee in the House would be invalid and unconstitutional."

New Delhi: Municipal Corporation of Delhi (MCD) Mayor Shelly Oberoi on Monday slammed the BJP for creating a ruckus during a special session of the House. She said that the BJP councillors have been doing 'hooliganism' since January last year.

However, despite opposition from BJP councillors, two important proposals-- vesting powers of the standing committee in the House till the time the panel is reconstituted and de-sealing of shops in Delhi markets-- were passed by the House.

Speaking to ANI, MCD Mayor Shelly Oberoi said, "Twice the session couldn't start, BJP councillors are responsible for this, the hooliganism they have been doing from last year January, they did today as well...we kept 2 proposals in the session today, one is de-sealing of shops that have been sealed for 6 months and the second is that till Standing Committee is formed, the power of Standing Committee to be given to House...we want to form the Standing Committee but we're waiting for the Supreme Court verdict...we passed both these proposals amid ruckus by BJP."

A special session of the MCD House on Monday witnessed chaos with opposition councillors storming into the well, climbing atop Mayor Shelly Oberoi’s desk, and tearing papers.

Opposition leader Raja Iqbal Singh slammed the ruling AAP, saying "vesting the powers of the standing committee in the House would be invalid and unconstitutional. The House cannot take over the standing committee's powers as there is no such provision in the Delhi Municipal Corporation (DMC) Act".

MCD House Leader Mukesh Goyal said, “A special session house (of MCD) was called to discuss smooth functioning and Supreme Court Judiciary Committee’s order of de-sealing nine shops (in Hauz Khas), which has not been done to date. It is unfortunate that BJP disrupted the house. They didn’t let mayor (Shelly Oberoi) sit on her chair."

“Delhi is India’s capital, and the way House has been disrupted and Mayor was attacked, the country is watching. They (BJP) have even captured the Municipal Secretary’s office and are indulging in unconstitutional activities,” he added.

As per a PTI report, the reconstitution of the 18-member standing committee, the highest decision-making body of the Municipal Corporation of Delhi (MCD) that is responsible for making all financial decisions, has been pending for the last 10 months. BJP councillors were protesting inside the Municipal Corporation of Delhi (MCD) house. They were demanding the formation of a standing committee, reported news agency ANI.

The moment Mayor Shelly Oberoi entered the House, opposition members started raising slogans such as "Tanashahi nahi chalegi" and "Samvidhan ki hatya band karo." They stormed into the well of House. Some of them even climbed atop the mayor's desk, tore the proposal papers, and threw the torn pieces in the air, the PTI report added.
