Delhi Government Releases New Guidelines For End-Of-Life Vehicles. Check Details

Delhi government has released new guidelines for the management of end-of-life vehicles in the city.

The Delhi government, on Tuesday, issued a set of new guidelines regarding the management of end-of-life vehicles in public spaces. As per PTI, these guidelines stipulate that owners will face a penalty of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers before their release. The guidelines say that continuous enforcement drives should be conducted to phase out such vehicles from public places in the city and daily reports should be sent to the environment department which will be further submitted to the Commission for Air Quality Management (CAQM).

The government has categorised the release process of impounded vehicles into two groups: those wishing to relocate their vehicle outside of Delhi-NCR, and those intending to park the vehicle in private spaces not designated as shared parking areas.

"On plying and parking of ELVs in public place in NCT of Delhi, once impounded for the first time it can be released on the basis of submission of an undertaking that vehicle will not be plied or parked in any public place within the territory of Delhi and will be removed from the city...," the guidelines read, according to PTI.

"In case of 4-wheeler, a penalty of Rs 10,000 along with towing charge and parking fee as notified in Delhi Maintenance and Management of Parking Places Rules, 2019, shall be charged before releasing of such ELVs. In case of 2-wheeler, a penalty of Rs 5,000 along with towing charge and parking fee as notified in Parking Rules 2019 shall be charged...," it further added.

Any end-of-life vehicle impounded for the second time and transport vehicles running on diesel fuel and aged more than 10 years old cannot be released, it said.

The guidelines state that the application for the release of a vehicle, along with the required documents, must be submitted within three weeks of the vehicle's impoundment. An online platform will be established for this purpose.

Impounded vehicles will be scrapped in case of three scenarios: if the application for release is not submitted within three weeks of impoundment, if the submitted release application is rejected, or if the same vehicle is impounded for a second time.

Any scrap value will be disbursed through digital means exclusively to the bank account under the vehicle owner's name within 15 days of the vehicle being accepted by the Registered Vehicles Scrapping Facility.
