Raghav Chandra earned his Bachelor of Science (Honours) degree from the University of Delhi in 1978, followed by a Master of Science in 1980. He later completed a Master in Public Administration from Harvard University in 1998 and was awarded the prestigious Japan-World Bank Merit Scholarship. A retired IAS officer, he has held several senior leadership positions across organisations associated with state governments as well as the Government of India during his distinguished administrative career.
