J&K: Why terorists are targeting the civilians & migrants?

In the ongoing encounter with the terrorists, till now a total of 9 soldiers including 2 JCOs of the army have been martyred. Terrorists were engaged in killing innocent civilians to create fear in the valley. All possible steps are being taken by the army to eliminate the terrorists from the area.
