Terrorists had taken it from Kathmandu to Kandahar in Afghanistan after Amritsar and Lahore. In exchange for the safe release of 178 passengers there, the terrorists had put a condition for the release of 3 terrorists including Maulana Masood Azhar. Atal Bihari Vajpayee's government at that time decided to release all three terrorists to save the lives of the passengers.
