Why did Maulana Saad ask Jamatis to stay at Markaz?

Tablighi Jamaatis exposed Maulana Saad and revealed that it was he who asked the attendees to stay at the Nizamuddin Markaz in Delhi even after March 21. 166 attendees gave the statement to the Delhi police's Crime Branch. But the question here is what was Maulana's objective behind it? Is there a conspiracy behind it?
