Nirbhaya case: Why death sentence keeps getting delayed?

A new death warrant has been issued for the four convicts in Nirbhaya gangrape and murder case. Patiala House Court has issued a death warrant according to which the four convicts are to be hanged at 6 am on 1 February 2020.
