Despite tweaking excise policy, liquor vends refuse to open up in Punjab

The Congress government in Punjab tweaked the excise policy in Punjab in favour of the vendors of liquor but despite the steps, the shops were not opened up. The vendors revealed that they would not be able to pay licence fee if they would open up shops till 3 PM daily. On the other hand, they wonder if the government would compensate for their losses since the lockdown was announced
