Bihar Govt Partners With Karmayogi Bharat To Upskill Employees For Better Public Service Delivery

BIPARD and Capacity Building Commission are collaborating under Mission Karmayogi to enhance government employee skills in Bihar using iGOT Karmayogi e-learning platform.

Patna: The Bihar Institute of Public Administration and Rural Development (BIPARD) has teamed up with the Capacity Building Commission (CBC), Karmayogi Bharat (SPV), to enhance the skills and capabilities of government employees in Bihar. A memorandum of understanding (MoU) was signed between the CBC and BIPARD for the project, being undertaken under the Prime Minister’s Mission Karmayogi initiative functioning under the Department of Personnel and Training (DoPT), to foster a shift in governance from a "rule-based to a role-based approach", according to an official statement.

The iGOT Karmayogi platform, a flagship e-learning initiative, will serve as the backbone for this transformation by equipping public servants with essential skills and knowledge as the initiative aims to leverage digital platforms for capacity building.

Empowering Bihar Workforce Through Digital Learning

The iGOT Karmayogi platform has already witnessed active participation from Bihar’s government officials. According to officials, 20 MDO Admins have successfully registered on the platform, and a staggering 2,42,053 Karmayogis have been onboarded. This engagement has resulted in 31,368 course enrolments, of which 23,724 have been successfully completed, with certificates generated.

To ensure accessibility and inclusivity, BIPARD has transcribed 25 course modules into Hindi, complete with voice-overs and subtitles. The platform offers a diverse range of courses designed to improve administrative and governance skills. 

The MoU marks the beginning of a long-term partnership aimed at continuous learning and skill development for Bihar’s civil servants, which will in turn ensure better governance and service delivery for citizens.

Officials involved in the project have expressed optimism about the potential of this collaboration to set a benchmark for capacity building across the country.
