Ruckus In Assam Assembly Over Maharashtra MLA's 'Dog Meat' Remark, Oppn Disrupts Governor Speech

The Governor had to cut short his speech to 15 minutes as opposition MLAs stood up and shouted slogans against the BJP government.

Opposition parties created a ruckus in Assam assembly on Friday over Maharashtra MLA Bacchu Kadu's controversial 'send dogs to Assam' remark and disrupted Governor Gulab Chand Kataria's speech. The Opposition MLAs later staged a walk out of the Assembly, PTI reported.

The Governor had to cut short his speech to 15 minutes as opposition MLAs stood up and shouted slogans against the BJP government.

The Opposition sought to know what actions were taken against Bacchu Kadu, who leads the Prahar Janshakti Party in Maharashtra and is also in the Eknath Shinde-led Shiv Sena faction.

Recently, during the Maharashtra Assembly session, MLA Bachchu Kadu had reportedly proposed that stray dogs be sent to Assam to control their rising population as they are consumed by locals in the northeastern state.

Congress legislator Kamalakhya Dey Purkayastha was among the first to raise the issue in the House. He asked about the Assam government’s “inaction” against Kadu, reported PTI.

Purkayastha flagged that the Assam government was steadfast in sending a police team to Delhi to arrest Congress spokesperson Pawan Khera over his alleged remarks against Prime Minister Narendra Modi.

Even after the House resumed after a short break, opposition leaders continued to disrupt proceedings over the issue.

AIUDF MLA Rafikul Islam urged Speaker Biswajit Daimary to take suo motu cognisance for breach of privilege against Kadu's remarks and "make him come to the Assam Assembly and apologise".

Islam’s colleague Aminul Islam claimed that Kadu was among the MLAs who had camped in Guwahati last year during the Maharashtra political crisis that saw the fall of the MVA government following Eknath Shinde's rebellion.

Independent legislator Akhil Gogoi and CPI(M) MLA Manoranjan Talukdar also joined the opposition legislators in demanding action against Kadu.

The Assam Congress unit has already filed an FIR against Kadu over his remark.

The FIR was filed at the Dispur Police Station in the state capital Guwahati by Pradesh Mahila Congress General Secretary Banashree Gogoi.

The FIR read, "Bacchu Kadu stated in Maharashtra Assembly in presence of the chairperson and other political representatives that the people of Assam used to consume dog meat and this fact is well known to him when he stayed at Guwahati. This controversial statement has come to light via social media platforms which has gone viral and led to bad remarks to me as well as the Assamese people and promoting enmity between the people.”

"Such hate speech delivered by the accused above is intentional to disturb the peace-loving Assamese people and to lower the image of the Assamese people living in different areas of India and abroad," the FIR stated.
