Parliament Today Top Points: LS Speaker Admits No-Confidence Motion, Forest Conservation Bill Passed

Parliament Today Top Points: Continued ruckus over the Manipur violence by Opposition parties dominated the Parliament proceedings even as six bills were introduced in Lok Sabha.

Continued ruckus over the Manipur violence by Opposition parties dominated the Parliament proceedings for the third consecutive day even as Lok Sabha Speaker Om Birla admitted a no-confidence motion moved by Congress MP Gaurav Gogoi against the Narendra Modi government.

The Lok Sabha saw some business being transacted as six bills were introduced and the Forest (Conservation) Amendment Bill, 2023, was passed.

As soon as Lok Sabha paid tributes to soldiers who had died in the Kargil war, Opposition members raised the issue of violence in Manipur and displayed " We Want Justice" placards during Question Hour.

Here Is What Happened In Parliament Today In 10 Points:

  1. The Opposition front, named INDIA, submitted a notice for a no-confidence motion against the government in Lok Sabha on Wednesday in a bid to corner Prime Minister Narendra Modi over the Manipur ethnic violence.
  2. Lok Sabha Speaker Om Birla later admitted the motion after a head count of over 50 MPs as required under the rules. Birla said a date and time for discussion on it will be fixed by him after consultation with all parties.
  3. Manickam Tagore, Congress whip in Lok Sabha, said the motion was the Opposition's last weapon against the government. "We wanted to break the arrogance of Modi. He is behaving as an arrogant person - not to come to the Parliament and make a statement on Manipur...We feel that it is our duty to use this last weapon," ANI quoted Tagore as saying.
  4. While the BJP government faces no threat due to the motion as the NDA has a comfortable majority in Lok Sabha, the Opposition has said the objective was to push PM Modi to reply in Parliament on the Manipur issue.
  5. The majority mark in Lok Sabha is 272. The NDA government has 331 members. The BJP alone has 303 MPs. The opposition INDIA alliance has 144.
  6. Amid the bedlam in Lok Sabha over the Manipur issue, the government introduced several bills. The Registration of Births and Deaths (Amendment) Bill, The Jammu and Kashmir Reservation (Amendment) Bill, The Jammu and Kashmir Reorganisation (Amendment) Bill, The Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill and The Mines and Minerals (Development and Regulation) Amendment Bill were introduced in Lok Sabha.
  7. The Forest (Conservation) Amendment Bill, 2023,  that seeks to exempt land within 100 km of the country's borders from the purview of the forest conservation laws and permit setting up of zoos, safaris and eco-tourism facilities in forest areas was passed in Lok Sabha.
  8. The Rajya Sabha gave its approval to the Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022, for the inclusion of certain communities, including Hattee community, in the list of Scheduled Tribes (ST) in Himachal Pradesh.
