Kerala Allows Liquor Lounges In IT Parks Under Revised Rules – Details

The new rule outlines that sale and service of liquor under this licence will be limited strictly to individuals employed within IT park and guests or visitors specifically authorised by the companies

The Kerala government has amended its Foreign Liquor Rules to allow the serving of alcohol within Information Technology (IT) parks across the state. This development was officially announced on Friday through a notification issued by the Department of Taxes, which introduced a new sub-rule establishing a specific category known as the Foreign Liquor Information Technology Park Lounge Licence.

Liqour In IT Parks 

According to the revised provisions, the authority to issue the licence lies solely with the Excise Commissioner, who will act based on directions from the state government. The licence will be available only to developers of IT parks and comes with a fixed annual fee of Rs 10 lakh. These developers will be the exclusive entities permitted to apply for and operate such licences, and they are mandated to source liquor only from F.L.9 licensed suppliers.

The new rule outlines that the sale and service of liquor under this licence will be limited strictly to individuals employed within the IT park, as well as official guests or visitors specifically authorised by the companies functioning within the park. The lounge must be located in a distinct and dedicated space inside the IT park, entirely separate from any office areas. Additionally, the premises should have a clearly defined and exclusive entrance and exit, ensuring restricted access.

The directive further mandates that each selected IT park will be allowed to operate only one such lounge. These outlets must be situated in buildings designed specifically for that purpose within the IT park premises. Public entry into these lounges will not be permitted under any circumstances, reinforcing the rule that only employees and officially approved guests can gain access.

Only developers of the IT parks will be eligible to apply for the licence and manage its operations.
