Delhi Building Collapse: Rescue Operation Concludes. NDMC Orders Probe, FIR Lodged Against Shopkeeper

The building collapsed in north Delhi's Sabzi Mandi area on Monday afternoon claimed the lives of two boys, aged seven and 12.

New Delhi: North Delhi Municipal Corporation on Monday ordered a probe into the collapse of an old four-storey building in Sabzi Mandi in north Delhi and decided to reassess the condition of all dangerous buildings across its six zones. Delhi Police also registered a case under section 304 of IPC.

Senior officials informed that about 700 buildings located in areas under the jurisdiction of the North Delhi Municipal Corporation were declared as dangerous structures in a pre-monsoon survey by it.

While the building that collapsed on Monday was not declared a dangerous structure in the survey, nine properties located on Main Road, Old Subzi Mandi, where the incident took place, were kept under the dangerous category, they said, as reported by news agency PTI.

In total, 20 structures were declared as dangerous in the Malka Ganj ward, where the building that collapsed on Monday was located, the civic body stated.

Pertaining to the building collapse in Delhi's Sabzi Mandi area, Anto Alphonse, DCP North, Delhi Police said that "a case has been registered under section 304 of IPC. Bodies of two minors have been found, no other body was found in the rubble".

It was further informed that FIR was registered under sections 304, 288, 34 of the Indian Penal Code against the shopkeeper who was allegedly carrying out repair work in his shop, ANI reported.

"No arrests made yet. According to NDRF, the rescue operation has concluded": the agency reported Delhi Police as saying.

NDMC Orders Probe, To Reassess Dangerous Buildings

Municipal Commissioner Sanjay Goel has ordered a probe and sought a report on it in seven days.

"An inquiry has been ordered by the Commissioner, NDMC into this unfortunate incident to be conducted by the Building Department (HQ), and directed for submission of report within seven days. Further, necessary action against delinquent official, if any, will be taken after receipt of the report," the NDMC informed in a statement, PTI reported.

A fresh assessment of all the dangerous buildings identified in the last survey across the six zones of the NDMC will be conducted, he stated.

"In order to prevent occurrence of such incidents in the future, a thorough survey of the areas will be conducted again in the next 48 hours especially, of the buildings which have been already identified as dangerous. Those buildings which will be found at imminent risk after the fresh survey will be vacated of its occupants by the corporation, as per the byelaws," the statement said.

The corporation will also recommend to the government proper incentive measures for retrofitting or rehabilitation of such dangerous buildings and the rehabilitation of occupants of the buildings till rehabilitation or retrofitting work is completed, the NDMC said.

The building collapsed in north Delhi's Sabzi Mandi area on Monday afternoon claimed the lives of two boys, aged seven and 12.

NDMC authorities earlier stated the building was about 75-years-old. However, later in the statement, it said that the structure was about 50-60 years old structure consisting of four floors.

On the ground floor, a sweetmeat shop was being run, whereas upper floors were reportedly residential in nature. It was informed that the upper floors were vacant and no construction activity was going on.

Further, no complaint regarding any unauthorised construction in the building was received from anyone by the Building Department, Civil Lines Zone, the statement read.
