Assam UCC Was Ready But... ': CM Himanta On Why Uniform Civil Code Was Not Implemented In State
Chief Minister Himanta Biswa Sarma said he wanted to thank the Uttarakhand chief minister for introducing UCC from January 2025 onwards and showing the country the path which needs to be followed.
Assam Chief Minister Himanta Biswa Sarma said that he had drafted a bill to implement the Uniform Civil Code in Assam, each state wouldn’t implement UCC as it will be enforced in the whole country.
While speaking to ANI about Uttarakhand implementing UCC from January 2025, Biswa said, “Uttarakhand is a role model for our country. I want to thank Dhami [CM Pushkar Singh Dhami] for implementing UCC through which he has shown the country the way ahead. We also need to pick UCC going forward.” CM Biswa further explained that while he had created a bill, he said it had been decided that UCC would be implemented throughout the country, so we don’t need to implement them state-wise.

Uttarakhand will become the first state in the country to implement UCC. Earlier this month, CM Dhami said that the UCC will be implemented in the state from January 2025 and added that all preparations have been completed in this regard.
After the Dhami-led BJP government returned to power in the state in March 2022, the cabinet in its first meeting decided to constitute an expert committee to implement UCC in the state. A five-member expert committee was formed under the chairmanship of retired judge Ranjana Prakash Desai.
Based on the report of the committee, the UCC Bill 2024 was passed by the State Legislative Assembly on February 7, 2024. After getting the assent of the President on the bill, its notification was issued on March 12, 2024. In this sequence, the rules of the UCC, Uttarakhand 2024 Act have also been prepared.
The bill has seven schedules and 392 sections and focuses on four key areas including divorce, marriage, live-in relationships, and inheritance. There are other provisions for ending practices such as halala, polygamy, polyandry, iddat, and giving inheritance rights to females and males.
In a statement made earlier this month, by the Chief Minister's Office, Dhami had directed all the officers to ensure that the basic facilities are arranged for and the personnel are given proper training to implement provisions of the code. He had also asked to keep majority of the services online for the convenience of the general public.
