A visible improvement in Delhi's air quality was recorded on Sunday although it was in the ''very poor'' category while the city's Environment Minister Gopal Rai said his government will submit a lockdown proposal to the Supreme Court on Monday to reduce pollution further.
The national capital recorded a 24-hour average air quality index (AQI) of 330 on Sunday as against 437 the previous day as emissions from farm fires in Haryana and Punjab dropped significantly. The AQI was and 471 on Friday, the worst this season so far.
The air quality index of neighbouring Ghaziabad, Gurgaon, Noida, Faridabad, Greater Noida was recorded at 331, 287, 321, 298 and 310, respectively.
An AQI between zero and 50 is considered ''good'', 51 and 100 ''satisfactory'', 101 and 200 ''moderate'', 201 and 300 ''poor'', 301 and 400 ''very poor'', and 401 and 500 ''severe''.
The India Meteorological Department said visibility levels ranged from 1,500 to 2,200 metres at the Indira Gandhi International Airport and from 1,000 to 1,500 metres at the Safdarjung Airport.
Prime Minister Narendra Modi will visit Madhya Pradesh and launch several initiatives for the welfare of the tribal community on Monday, on the birth anniversary of Birsa Munda, which the Centre is celebrating as Janjatiya Gaurav Diwas.
During his visit to the city, the Prime Minister will also inaugurate the redeveloped Rani Kamlapati Railway Station and launch multiple initiatives of the Indian Railways in Madhya Pradesh.
PM Modi will participate in the Janjatiya Gaurav Diwas Mahasammelan at Jambori Maidan in the state capital of Bhopal and launch the Ration Aapke Gram scheme in Madhya Pradesh, the Prime Minister's Office (PMO) has said in a statement.

Criminal contempt petition filed against Navjot Sidhu
Chandigarh, Nov 15 (PTI) A criminal contempt petition has been filed before the Haryana advocate general against Punjab Congress chief Navjot Singh Sidhu for his alleged "irresponsible" tweets in connection with a drug case.
The petition was moved by Parampreet Singh Bajwa, an advocate of the Punjab and Haryana High Court.
The Haryana AG will conduct a preliminary hearing in the matter on Tuesday.
The AG after finding the veracity of the allegation will see whether the prima facie case can be made and if it can be made, then a report will be submitted to the High Court for further action, said Bajwa.
The petition was filed before the Haryana AG as the position of the Punjab AG is vacant at present following the acceptance of the resignation of senior advocate A P S Deol.
The petitioner submitted that he was filing the contempt petition against the respondent on account of repeated publications on his Twitter account which amount to criminal contempt.
He further submitted that he was deeply concerned about the "repeated and irresponsible scurrilous attacks on judiciary".
The petitioner through his counsel stated that the publications are advance publications about a sensitive matter related to the drug menace.
The respondent has made a publication/advance publication in the form of his tweets about the same subject that is already pending before Punjab and Haryana High Court, and even published his conclusion in the matter about certain persons, according to the petition.
"These publications are actuated by malice and are intended to interfere with the administration of justice," said the petition.
The petitioner also attached some of Sidhu's tweets with his plea.
According to the petition, Sidhu had over nine lakh followers on his Twitter handle. "The respondent occupies a position of great power and there would inevitably be many people who would believe the publications of the respondent to be true. The tweets are likely to create and influence public opinion in the matter," it said.
It further stated that the respondent was not even a party to the said proceedings, yet he was using his current position to create and influence public opinion, which shows that his publications are not bonafide.

Europe, UK, China Continue To Remain In India's 'At-Risk' Air Traveller List
New Delhi (ANI): In view of increasing vaccination coverage across the globe and the changing nature of the pandemic, the Ministry of Health and Family Welfare has reviewed the existing guidelines for international arrivals in India. But Europe, UK, China and several other countries continue to be in ''at risk'' category.
The reviewed guidelines were issued in November 13.
There is a list of 10 countries from where travellers would need to follow additional measures on arrival in India, including post-arrival testing.
"Countries in Europe including the United Kingdom, South Africa, Brazil, Bangladesh, Botswana, China, Mauritius, New Zealand, Zimbabwe and Singapore have been put under ''at risk'' category," reads the document.
Meanwhile, there is a list of 99 countries with which government of India has agreement for mutual recognition vaccination certificate for individuals fully vaccinated with nationally recognized or WHO recognized COVID-19 vaccine and those exempting Indian citizens fully vaccinated with nationally recognized or WHO recognised vaccines.
"These countries are providing quarantine-free entry to Indians and are allowed certain relaxations on arrival in India," reads the document.

The listing of such countries is available on websites of Ministry of Health & Family Welfare (mohfw.gov.in) and the link of the same will be available at website of Ministry of External Affairs and Air Suvidha Portal. The travellers have to upload there vaccine certificate at AirSuvidha portal, reads the document.
